NPC_SetWeaponShootTime

This function was added in omp v1.5.8.3079 and will not work in earlier versions!
Description
Sets the shooting interval for a specific weapon of an NPC.
| Name | Description |
|---|---|
| npcid | The ID of the NPC |
| weaponid | The weapon ID to set shoot time for |
| time | The shooting interval in milliseconds |
Returns
Returns true if the operation was successful, false otherwise.

Notes
- Shoot time is measured in milliseconds between shots
- Use NPC_GetWeaponShootTime to check current shoot time
